                17PAC315194 - Police were called to the location by the subject who stated that he was
               feeling suicidal due to ongoing issues with his upstairs neighbours and wanted to hang
               himself.
               Upon police arrival the subject was very agitated and angry he stated that his neighbour’s
               upstairs were banging on the floor and the building structure was collapsing. Subject did not
               mention to police that he wanted to harm himself, he was left with a female at the address.
