Mr Cordell was arrested for breaching a harassment order. It was alleged that he was
aggressive towards the police and spat at them. He was assessed at the police station.
On interview he had pressure of speech, delusions about his neighbours and the police
and housing ganging up against him. He denied drug use. He said that does not have a
mental disorder. The

doctors who assessed Mr Cordell found him “hypomanic, with flight of speech,
